Matthias C. Kettemann is a Privatdozent in international law, internet law and legal theory at the Institute for Public Law at the Goethe University Frankfurt, research programme head at the Leibniz Institute for Media Research | Hans-Bredow-Institut (HBI) and heads research groups at the Humboldt Institute for Internet and Society, Berlin (Global Constitutionalism and the Internet), and the Sustainable Computing Lab at the Vienna University of Economics and Business (Platform and Content Governance). After studying law in Graz, Geneva and at the Harvard Law School, he was postdoctoral fellow at the University of Frankfurt. He was called to give evidence on digital rights to parliamentary committees of the German Bundestag, and has acted as reviewer for DAX companies and as an adviser to the German foreign and economics ministries, OSCE, the Fundamental Rights Agency and the Council of Europe in the fields of digital human rights, platform regulation and algorithm governance.
Some recent research outputs: using social media councils to make platforms more democratic, legal developments impacting the Bundestagswahl, the increasing role of norms in internet governance – „normfare“, the role of courts in internet governance, increasing fairness in targeted advertising, EU cyber diplomacy and cybersecurity policies, cybernorms and cyber cooperation reform, platforms and Corona-related disinformation, Twitter in India, Internet and jurisdiction, data access for academics, human rights in digital times (for the German Bundestag) and reinstatement rights for users of platforms.
